ISPM-15 (International Standards for Phytosanitary Measures No. 15) sets global requirements for solid wood packaging used in international trade. The goal is to prevent the spread of pests across borders. If your shipment uses solid wood pallets, crates, dunnage, or skids, customs authorities can inspect the wood. Non-compliant wood packaging may be quarantined, re-treated, returned, or destroyed—all of which create delays and extra costs.
Covered:
Solid wood packaging components ≥ 6 mm thick (pallet stringers, deck boards, crate members, wooden dunnage).
Mixed pallets with any solid wood component.
Commonly exempt:
Processed wood products such as plywood, OSB, MDF, particleboard (resins/heat in manufacturing already sterilize the wood).
Fiberboard, paper/corrugated packaging, and plastic or metal pallets.
Tip: If you ship frequently to multiple countries and want to minimize phytosanitary risk, consider processed wood or plastic pallets for specific lanes, and keep solid wood pallets for lanes where repair/reuse is easy.
ISPM-15 allows two main treatments for solid wood packaging:
HT (Heat Treatment): Wood core heated to a minimum temperature for a specified time.
Pros: Clean, widely accepted, no chemical residue.
Cons: Requires certified kilns and documentation.
MB (Methyl Bromide) fumigation: Controlled fumigant treatment.
Pros: Effective when HT capacity is limited.
Cons: Regulatory restrictions in some regions; safety/environmental controls needed.
Most global shippers prefer HT because it’s stable and broadly accepted.
Each compliant wood component should carry a legible, permanent mark (usually burned or stamped). You’ll typically see:
IPPC wheat symbol
Country code (e.g., CN, US, DE)
Producer/Treatment provider code
Treatment code: HT for heat treatment, MB for methyl bromide
No need for a separate paper certificate when the mark is correct and clear. However, your buyer or forwarder may still ask for treatment records for their files.
Mark visibility: Clear, correct, and on two opposite sides of the pallet if possible.
Condition: No live bark, insect holes, or mold. Replace cracked/broken members.
Mixed materials: If you add wood dunnage, it must also be ISPM-15 compliant.
Repairs: If a non-compliant board is replaced, the pallet may need re-treatment and re-marking depending on local rules.
Moisture: Keep pallets dry; store indoors when possible.
While ISPM-15 is global, enforcement intensity varies by country and even by port. Work with your freight forwarder to confirm any local nuances (e.g., how marks must be placed, acceptance of MB, or additional documentation). Build a palette of options—solid wood HT pallets for standard export, and processed wood or plastic pallets for sensitive lanes.
Unit cost depends on wood species, dimensions, HT capacity, and fuel prices.
Lead time can tighten during peak export seasons—plan safety stock.
For heavy or high-value shipments, use edge protection and strapping to reduce damage claims (see links below).
Use edge protectors on pallet corners to spread strap pressure and prevent carton crushing.
Apply PP/PET packing straps at the correct tension; combine with stretch wrap to stabilize loads.
Ensure carton strength matches pallet load height; over-stacking causes tilt and compression.
Label center-of-gravity and keep heavy SKUs low to the deck.
Stabilize loads with Angle Board / Edge Protector.
Secure cartons with Packing Strap (PP or PET).
Wrap and protect with stretch wrap film.
Pair with export-ready Pallet solutions.
For inner packs, choose Paper Box that match stacking strength.
Q: Do paper or plastic pallets need ISPM-15 marks?
A: No. ISPM-15 targets solid wood. Processed wood, paper, and plastic pallets are generally exempt.
Q: Is one compliant component enough?
A: All solid wood components must comply and be properly marked.
Q: Do I still need a certificate?
A: The IPPC mark usually suffices, but some buyers request documentation. Keep records from your pallet supplier.
